I think Richard’s got mind mages or enchanters working to sway the crowd, I said. He’s going to prime all of those adepts out there for violence, then when the Keepers arrive he’s going to whip them into a frenzy. If I can find the mage working the spell and shut it down, there’s a lot less chance of another massacre.
